The Government of Rwanda Announces the Establishment of a Center of Excellence in the Areas of Digitalization and AI

The Government of Rwanda has announced the establishment of a technology center of excellence (CoE) in the areas of Digitalization and Artificial Intelligence (AI). The new CoE, expected to start in 2021, will be founded and operated through a Joint Venture (JV) between Elbit Systems and Ngali Holdings’ subsidiary – Locus Dynamics Ltd.

The JV will focus on research, development and delivery of advanced technological solutions mainly in areas such as AI, security and protection of critical infrastructure and assets. The CoE will include an Academy that will employ advanced training and simulation systems to develop local engineering and technical talent and foster technology transfer.

Haim Delmar, Executive General Manager, Elbit Systems C4I, said: “We are honored to support Rwanda’s efforts to embed Digitization and Artificial Intelligence skills into the Rwandan workforce, to build local capabilities and foster research and development. Rwanda’s reputation as regional leader in technology and science and its promising talent base will be key to the success of this endeavor”.

According to Wilson Kagabo, the Managing Director of Locus Dynamics, the JV will serve as a hub for Digitalization and AI technologies and innovative solutions for Rwanda and beyond.

Speaking at the announcement, Clare Akamanzi, CEO of Rwanda Development Board (RDB) said that the entry of Elbit Systems, a world-class technology provider, is an indication of Rwanda’s attractive investment climate for business due to its sustained high economic growth, strong macroeconomic fundamentals and favorable national regulatory. Elbit System’s presence will enhance Rwanda’s reputation on the continent as a leader in technology and security.
