Strengthening Education for Agricultural Development Project (SEAD)
Strengthening Education for Agricultural Development Project (SEAD) aims to achieve sustainable food security in Rwanda. The project brings together higher learning and TVET institutions, the public sector and farmers, cooperatives and agribusinesses to develop more practice-orientated, demand-driven education and research in order to improve food security and agricultural livelihoods for the benefit of the people and the national economy.

Strengthening Capacities of RDB and Private Enterprises for Job Creation Project
Summary of the Project Information

- The capacities of RDB and Private Enterprises are sustainably strengthened and the matching mechanisms between formal education graduates and employers are improved to create good jobs in Rwanda.
Expected Results
- Strengthening the capacity of RDB
- Two feasibility studies done : Establish the Glass manufacturing in Rwanda and GoR shared services center
- Strengthening the capacity of private enterprises
- Improving the matching between labour supply and demand
Project Activities
- Continuing the capacity development process in cooperation with RDB, including definition of business processes, introduction/further development of (ICT) systems, growing the pipeline by adding sectors, expanding the services to cover the full investor journey and structuring the formats of capacity building
- Introduction of e-learning formats for all staff to enhance their analytical and office productivity skills
- Introduction of technology systems for all staff to enhance work productivity and RDB effectiveness
- Strengthening RDB’s capacity to deliver on its skills development mandate and improve coordination with the investment office through the support of consultant
- Developing investment in the manufacturing sector in Rwanda, a key GoR priority sector
- Developing investment in the agriculture sector in Rwanda,a key GoR priority sector
- Improving competitiveness and business climate in Rwanda
- Conducting a feasibility study to establish the potentials of float glass manufacturing in Rwanda
- Conducting a feasibility study to establish the potentials of a GoR shared services center
- Conducting a training for 40 promising ICT start-ups on investment readiness
- Conducting a training for 10 ICT companies involved in digital exports and BPO
- Conducting a training for 90 digital services agents and design curriculum to ensure standardization of services provided by digital service agents
- Conducting English and Work Readiness trainings for 300 graduates that have applied to the National internship programme
- Support an investor in training and onboarding staff under Rapid Training Envelope
- Implementing a pilot with linkedin to improve labour market insights, job matching and outreach to Rwandan talents abroad through targeted adverts. The partnership between RDB and linkedin will also include:
- Training to universities and academic institutions in using Linkedin for job search, alumini tracking and outreach
- Training and visits to private companies HR and Recruiting departments
- Training RDB staff to effectively implement the project
Project Key Achievements
- RDB has entered into partnership agreement with LinkedIn company for one year. During this one year period LinkedIn will offer tailored solutions to bridge the information gaps between local employers and job seekers and improve labour market matching between skills available and skills needed.
- Recruiter licenses were given to three companies (MTN, BK & Rwandair) and assigned job slots to use in their recruitment process within one year. Now companies have started using these licenses to recruit for instance MTN.
- Training of HR officials from the above companies and the career advisers from Universities (UR &ULK) on how to use LinkedIn to build up their profiles and how to open University pages. Companies have been trained on how to open their company page and how to use recruiter license to advertise and recruit through LinkedIn;
- Two dedicated staff to work on LinkedIn pilot project recruited;
- 6 universities visited and they gained a training for their staff and students on how to use LinkedIn. This is in framework of increasing the awareness about the benefits of LinkedIn, encourage university community to have LinkedIn profiles and University page. This is geared to increase more Rwandan talents on LinkedIn.
- RDB career page is open and working
- The project supported the training provided by VW South Africa Group where 159 drivers were trained on three subjects: ICT, General mechanics and Professional driving lessons. With GIZ , there modules provided: English classes given, Navigation and Knowledge of the City of Kigali, Customer care and etiquette , General Information about Rwanda, tourist destinations, events and conferences, First aid skills
- In partnership with University of Rwanda, a training of English language proficiency and work readiness skills for 300 graduates from different higher learning institutions in Rwanda was conducted. The training took place in a boot camp at UR Huye Campus from 20th October to 4th December 2019.
- The project supported the training of 220 women moto taxi drivers provided by Yego Innovation limited in partnership with GIZ. They were trained on self –defense and personal protection, tourism classes and navigation, First aid and General mechanics and ICT.
- The project supported Rwanda Citizens’ Digital Transformation program that aims at increasing the number of digitally literate citizens and their use of e-Government and e-Business services. The project supported Digital Ambassadors Program, where 100 young women and men were recruited to provide digital literacy training and act as catalysts of change in their communities.

Promotion of Tourism in Rwanda and establishment of Rwanda Film Office

- Strengthen the role of RDB to promote the tourism and the audio-visual sectors as well as to strengthen its role in the operationalization of Public Employment Services
Expected Results
- Support the upgrading and development of Community Based Tourism in the Kivu Belt
- Support the positioning of Rwanda as bird watching destination
- Establishment of Rwanda Film Office (RFO)
- Support the film destination marketing
- Establish the Kigali Audiovisual Forum
- Support the operationalization of Mobile Employment Service (MOBES)
Project Activities
- Development of marketing strategy for the Kivu-Belt region/DMA Unit Kivu-Belt within the Remarkable Rwanda campaign

- Feasibility study of the Kigali Audiovisual Forum (2017)
- Setting up and establishment of the Kigali Audiovisual Forum November 2018 (Kigali Convention Centre), which hosted 300 delegates, among which 100 were internationals. At the end of the forum, a pitching session selected 3 Rwandan filmmakers who were awarded the opportunity to participate in the Cologne Film Festival.
- Organizing and implementing the 2nd edition of the Kigali Audiovisual Forum in November 2019 (Serena Hotel), which hosted 400 people, with 80 internationals. The pitching session identified 3 winning projects whose directors were respectively awarded
- Key birdwatching webs updates,
- Birdwatching broch and blogs developed

Moreover, Community Based Tourism were developed on the Kivu-Belt (Congo Nile Biking trail): - Biking promotional material developed,
- 5 min promotional video of cycling done,
- Tour du Rwanda side event conducted for Kivu Belt and cycling promotion
- Mechanical and guiding trainings conducted for 15 Congo Nile Trail guides,
- Familiarization trips for guides on Congo Nile Biking Trail,
- Digital map developed
- Support the monitoring activities for the construction of 5 tourism stop overs for cyclists on the Congo Nile Trail.
- The hiking trail identified and hiking trail feasibility study done
- Familiarization trips on hiking trails Gisenyi-Kibuye done and DMU inaugurated by RDB, GIZ and province leader
- 2 mobile buses with IT equipment were purchased by GIZ and RDB supported the tax clearance
- The branding of 2 mobile buses and employment service centres was done
- 2 Buses are fully connected to the internet that is used on the computers within the mobile employment services
- The Insurance for the buses and IT equipment purchased
- Mobile employment services were launched on 17th December 2019, where more than 150 participants attended the launching event
- Training of employment service centre staff and BDE-Directors was conducted where 35 participants where trained on mobile services approach and how to use mobile employment services equipment.

Inhancing ICT innovation in Rwanda
Project Effectiveness date: August 2016

Implementation Agency: Rwanda Development Board (RDB)
Project Objective: The objective of the project is enhancing ICT Innovation in RwandaProject Components
- ICT master plan consulting to help the Republic of Rwanda to set up the ICT industry development strategy and roadmap;
- Center Operation Support System (COSS) development for supporting the operation of the Center;
- Construction of the building for the center and provide ICT equipment and materials required for the implementation of the Project
- Dispatch of Korean experts to Republic of Rwanda to provide technical advice on the implementation of the project;
- Invitation of officials and engineers from the ICT related authorities of the Republic of Rwanda to Korea to share technical knowledge and experience in the multimedia and mobile application development areas.
Expected results
- Consult for establishing the ICT development roadmap on the ICT human resources education and venture incubation system development in Rwanda
- Construct the building for the center and provide ICT equipment and materials required for the implementation of the project
- Transfer the multimedia and mobile application development related knowledge, technology, knowhow of the Korean experts, necessary for the operation of the center, to the officials and engineers through the invitation training programs and expert dispatch, and
- Promote the job creations and the ICT venture start-ups by the ICT human resources and capacity building through the academy-industry collaboration and knowledge exchange,
- Finally, contribute to the innovation and reform of the industry frameworks in Rwanda.
Activities
- Carry out the consultation for verifying the effectiveness of the existing ICT master plans, if any, and setting up the new ICT master plan, through collaborative works between both parties
- Study on ICT related plans and laws, ICT education related environments and policies, ICT projects ongoing and planned, How to promote Public-Private-Partnership using the center, How to maximize the benefit brought out from the center, Other ICT related issues
- Develop and provide the COSS for the center operation with Groupware, Portal, Rental management, and digital library management (Software, equipment and materials)
- Conduct the construction of the center
- Provision of software, equipment and materials necessary for the successful implementation of the project
- Dispatch the relevant Korean experts to provide the necessary technical guidance and advice for successful implementation of the project
- Trainings in Korea for the officials involved in the center operation and management to Korea
Project Key Achievements
- Master plan for the ICT Innovation center completed
- Construction of the ICT Innovation center completed
- Official inauguration of the ICT Innovation center on 20th June 2019
- 13 people completed trainings in 3D animation and game development
- Currently, more 22 people are being trained in Film Making, 10 people in Game development and 20 people in 3D Animation. In total 52 trainees.
- Incubation of 40 startups was concluded (12 in house, 28 startups supported outside) and more 40 startups recruited.
